First of all, the primary thing is to talk to Titus himself. He is the VIP Wing head, after all, meaning he has all the authority. You can try your luck on the dialogues, and see if he gives you the authority to enter VIP Wing in Surgical Strike Quest.
But, to get access to that area, you will need the VIP Card. He won’t give you the card himself and neither can you enter the VIP Wing through that.
So, you need to get inside the office behind and on the left side of the wall, you will find a Safe. Interact with the safe through your Digipick. You can lockpick the case and inside, you will find the VIP Wing Keycard.
